The Birds Directive was implemented in 1979. This Directive frames the conservation and management of wild birds in Europe and human interactions with this group. It sets broad objectives and includes the identification and classification of Special Protection Areas (SPAs) for the rarest and most vulnerable species, listed in its Appendix I, as well as for all migratory species that regularly occur in the European territory. These species must be subject to special conservation measures relating to their habitat, in order to ensure their survival and reproduction in their range, with special importance being given to the protection of wetlands and particularly those of international importance. Article 12 of the Birds Directive requires Member States to send the Commission, a report on the application of national provisions adopted pursuant to the Directive. This report for the period 2008-2012 was submitted to the European Commission, and will henceforth be prepared every 6 years. In preparing this report, a format approved at the European Union level was used, which includes a general report on the implementation of the Birds Directive, and specific reports containing individual assessments on the status and trend of all relevant species. The report also includes cartographic components (in GIS format) with the national geographic expression in 10 km X 10 km squares relating to the distribution and range areas of the reported breeding species.

Quality Control | The drafting of the national report was coordinated by ICNF with the participation, as regards the Autonomous Regions, of the Parque Natural de São Miguel and the Direcção Regional dos Assuntos do Mar, the Secretaria Regional dos Recursos Naturais dos Açores, and the Direcção Regional de Florestas e Conservação da Natureza and Serviço do Parque Natural da Madeira (see Technical Data Sheet http://www2.icnf.pt/portal/pn/biodiversidade/rn2000/dir-ave-habit/resource/doc/Ficha_tecnica.pdf). In accordance with the guidelines of the European Commission to make the most of efforts and ensure consistency of data with the publication “Birds in Europe” by BirdLife International, the completion of Annex 2 (sections 1 to 5 and 8.1) of this report was coordinated jointly with SPEA , national representative of this organization. It was carried out using a panel of experts who collaborated in the compilation, processing and analysis of the available information (see Consultant Experts http://www.icnf.pt/portal/pn/biodiversidade/rn2000/dir-ave-habit/resource/doc/Especialistas_consultados.pdf). Method step description:
- Preparation of the dataset for GBIF publication used as source the geographic layer in shapefile format. The data layer was a vector layer containing polygons with various sizes. The following steps were performed: Intersected the layer with the EEA reference grid (10km); Calculated the WKTs for each polygon in the original (EPSG:3035) projection; Calculated the centroids for each polygon in both WGS84 and the original (EPSG:3035) projection.; Calculated the distance of the centroids to the farthest point in the envolving polygon (coordinate accuracy) in both WGS84 and the original (EPSG:3035) projection.; Used the WGS84 centroids to extract the locations from the CAOP2020; Added stateProvince/municipality/locality data for centroids lacking them, by using NNJoin plugin in QGIS; Exported to csv and reinterpreted attributes matching to DwC standard terms.
- All initial data was inserted in a specific relational database built specifically for the project, which implemented several quality control methods. In the preparation of the dataset for GBIF publication, data consistency was verified using cluster algorithms using OpenRefine.
- Dataset columns: taxonID: speciescode - Unique code for Art 12 report. Four-character Natura 2000 codes are attributed only to species and subspecies. The codes for geographical populations are composed of a Natura 2000 code plus one supplementary character.
