説明

The Diretiva Aves (Birds Directive, Council Directive on the conservation of wild birds 79/409/EEC) was implemented in 1979. This Directive frames the conservation and management of wild birds in Europe and human interactions with this group. The Diretiva Aves sets broad objectives and includes the identification and classification of Zonas de Protecção Especial (ZPE) (Special Protection Areas - SPAs) for the rarest and most vulnerable species, listed in Annex I, as well as to all migratory species (not listed in Annex I) regularly occurring in the European territory. These species should be subject to special conservation measures concerning their habitat, to ensure survival and reproduction in their area of distribution, with special importance to the protection of wetlands and particularly those of international importance. The Article 12 of the Diretiva Aves requires to all Member States to forward to the Commission, every three years, a report on the implementation of national provisions taken under the Directive. Nevertheless, the Commission and all Member States have agreed to forward this report, considering its content and reporting cycle, in the same year as the report drawn up pursuant to Article 17 of the Diretiva Habitats (Habitats Directive, Council Directive on the conservation of natural habitats and of wild fauna and flora 92/43/EEC), which requires more detailed information every six years. The preparation of this report follows the approved European Union format, which includes a general report on the implementation of the Diretiva Aves (Annex I), and specific reports (Annex II), containing cartographic components (in GIS format) with 10 km X 10 km grids relative to the areas of distribution of each reported species.

The Birds Directive was implemented in 1979. This Directive frames the conservation and management of wild birds in Europe and human interactions with this group. Study Area Description The report from Portugal covers many species considered to be regularly occurring on mainland Portugal and autonomous regions of Madeira and the Azores.
研究の意図、目的、背景など(デザイン) The report has a format approved by the European Union, which includes a general report on the implementation of the Birds Directive, and specific reports containing individual assessments on the status and trend of all relevant species. The report also includes cartographic components (in GIS format) with the national geographic expression in 10 km X 10 km squares relating to the distribution and range areas of the reported breeding species.

All the monitoring schemes are referred in the subsection "2.3 Monitoring schemes (Art. 4(1) and Art. 10)" of "2. General information sources on the implementation of the Birds Directive - links to information sources of the Member State" section (see http://cdr.eionet.europa.eu/Converters/run_conversion?file=pt/eu/art12/envxbnbwa/PT_birds_general_report.xml&conv=609&source=remote).

Study Extent This report will be prepared every 6 years and the Portuguese report covers many species considered to be regularly occurring in mainland Portugal and autonomous regions of Madeira and the Azores.
Quality Control All initial data was inserted in a specific relational database built specifically for the project, which implemented several quality control methods. In the preparation of the dataset for the GBIF publication, data consistency was verified through cluster algorithms using OpenRefine.

Method step description:

  1. Preparation of the dataset for GBIF publication used as source the geographic layer in shapefile format. The data layer was a vector layer containing polygons with various sizes. The following steps were performed: - Intersected the layer with the EEA reference grid (10km); - Calculated the WKTs for each polygon in the original (EPSG:3035) projection; - Calculated the centroids for each polygon in both WGS84 and the original (EPSG:3035) projection; - Calculated the distance of the centroids to the farthest point of the polygon (coordinate accuracy) in both WGS84 and the original (EPSG:3035) projection; - Used the WGS84 centroids to extract the locations from the CAOP2020; - Added stateProvince/municipality/locality data for centroids lacking them, by using NNJoin plugin in QGIS; - Exported to csv and reinterpreted attributes matching to DwC standard terms. Some dataset columns: - taxonID: speciescode - Unique code for Art 12 report. Four-character Natura 2000 codes are attributed only to species and subspecies. The codes for geographical populations are composed of a Natura 2000 code plus one supplementary character.
